My Hotel Says It Can't Accept Foreigners in China — What Do I Do?

You’re at the hotel, but the front desk says they can’t check you in because you’re a foreign guest.

First, find out what is actually stopping the check-in.

In 2024, Chinese authorities told local authorities and booking platforms not to restrict accommodation providers from receiving overseas guests based on qualification requirements. Hotels are also responsible for registering foreign guests when they stay.

That does not mean every front-desk problem will disappear immediately. The useful question right now is: what exactly is preventing this hotel from checking you in?

Ask why they can't check you in

Try to get a specific reason.

For example:

  • they believe the hotel cannot accept foreign guests
  • they don't know how to register your passport
  • their system isn't accepting your passport details
  • there is a problem with your booking
  • there is another check-in requirement they cannot complete

You can show the front desk:

请问现在不能办理入住的具体原因是什么?是护照登记的问题吗?

Could you please tell me the specific reason I can't check in? Is it a passport registration problem?

The next step depends on the answer.

If they say the hotel is “not qualified” to accept foreigners

China changed its policy guidance on this issue in 2024.

Government guidance says local authorities and online platforms should not use qualification requirements as a barrier to restrict accommodation providers from receiving overseas guests.

You can politely ask the front desk to check with a manager if necessary.

The goal is not to argue about the rule. It is to find out whether the hotel can complete your check-in.

If the problem is registering your passport

Foreign guests staying in hotels in China must be registered by the hotel.

The hotel normally handles this as part of check-in.

China now also has an online accommodation-registration system for foreigners staying outside hotels, such as certain private residences. That does not replace the hotel's responsibility to register a foreign guest staying at the hotel.

If the front desk is unsure how to process your passport, ask whether a manager or another staff member can help.

If the real problem is your booking, solve that instead

Once the hotel gives you a different reason, stop treating this as a “foreigners not accepted” problem.

For example, the hotel may actually be unable to find your reservation or may have a problem with the booking details.

If the hotel cannot find a confirmed booking, follow the missing-booking steps instead.

If the hotel still refuses to check you in

If you booked through Trip.com, Agoda, Booking.com or another platform, contact the booking platform and tell them what the hotel has said.

If you booked directly, ask to speak with a hotel manager.

Keep your:

  • passport
  • booking confirmation
  • hotel name and address
  • booking number

ready.

If you need somewhere to stay immediately, the practical priority is getting accommodation sorted out — not spending the night arguing at the front desk.
